Implications of the Mumbai Attack

According to Douglas Woodwell,  "Last week's attack on India's financial center has broad implications on global stability, nuclear proliferation and security against terrorism".  He says the Mumbai siege, in which well trained gunmen arrived by boat and claimed hundreds of lives represents not only a distrubing new development in terror tactics but also a breakdown in regional stability.
