New York City Employees Filing More Discrimination Cases:Outten Golden's Lewis Steel

New York City mayor Michael Bloomberg's seems more compassionate and less adversarial than Rudy Giuliani when it comes to the city's workforce. Still employees are filing more discrimination cases than ever before.   New York Times article

Outten & Golden's Lewis Steel says there are inherent problems which make the system to prevent discrimination ineffective. For example having the EEO officer reporting to the commissioner creates a conflict of interest which makes any meaningful change impossible.
